People who use drugs have lived/living expertise of drug use and are often called upon by national or international organizations to complete reviews of their work.

This guidance document is intended to support individuals with a substance use disorder diagnosis who have a presumed (e.g., symptomatic and self-isolating) or confirmed case of COVID-19.

Healthcare providers should use the same high-quality standards as in-person clinical care when using telemedicine for addiction services. They should aim to provide assessment and treatment of physical and mental health conditions and other drug use-related concerns, provide prevention, harm reduction and other health information and counseling, as appropriate.

Operators of supportive recovery and residential addiction treatment facilities should have protocols in place that specifically address infection prevention and control in the context of their own facilities and programs.

The Canadian Association of People Who Use Drugs helped ICER facilitate a report on Supervised Injection Facilities.

 

The purpose of this assessment is to evaluate the health and economic outcomes of a SIF. This review seeks to answer the question: What is the net health benefit of implementing a SIF (which includes an SSP) versus an SSP alone? The ICER value framework includes both quantitative and qualitative comparisons across treatments to ensure that the full range of benefits and harms are considered in the judgments about the clinical and economic value. The assessment of effectiveness and value is made in comparison to an SSP as we believe it unlikely that communities that have not been willing to implement SSPs would be willing to consider a SIF. A SIF implemented in a community without good SSP coverage may experience more than the incremental benefit.
